SD Compost Vouchers

The San Diego County Compost Voucher Program provides coupons to growers purchasing eligible compost for delivery within Unincorporated County of San Diego. This program is funded by the County of San Diego to support compliance with SB1383 recycled organics procurement requirements.

Program Details

The San Diego Voucher Program is funded by the Unincorporated County of San Diego to support compliance with SB1383 organic recycled products procurement requirements. After signing up for the program, program participants will receive a voucher for a $7.20 per cubic yard discount, which can be redeemed when purchasing compost from participating compost facilities. The voucher maximum is 1,500 cubic yards and is valid for 45 days from the date of issue.

All compost must be purchased by August 20th, 2026. Funding for this program is limited, and vouchers will be awarded on a first-come, first-served basis.

How it works

Eligibility Requirements

Program participants must have compost applied to a location within the unincorporated County of San Diego, and must purchase an SB1383-compliant compost product from a participating vendor.

In addition, the compost invoice must be made out to the same individual or business entity listed on the voucher, and purchased by August 20th, 2026.

Program participants cannot receive funds for the same compost purchase from another jurisdiction-funded SB1383 procurement program.

FAQs

  • All agricultural compost users are welcome to apply. However, the property address where the compost is delivered must be located within the unincorporated County of San Diego to qualify.

  • Applicants who are not eligible for the County program will automatically be sent the agreement for our statewide Compost Connector agreement and are encouraged to participate in it. The funding amounts and process are different for the statewide program 

  • Your voucher is valid for 45 days from the date of issue. After 45 days, your funding will expire. If you cannot make your purchase within 45 days and need assistance, please contact compost@zerofoodprint.org

  • Your voucher will expire, and you will need to reapply. Funding is only guaranteed while the voucher is valid, and funds may no longer be available after it expires.

  • Only the listed facilities are official participants in the program. We coordinate directly with them to apply the voucher discount and verify that eligible SB1383-compliant compost products are being purchased. Other facilities are not enrolled and cannot process program vouchers.

  • Yes. There is a maximum of 1,500 yards per voucher and a maximum funding amount of $20,000 per farm or business entity.

  • You may not receive funding for the same compost purchase from another program funded by a jurisdiction offering SB1383 compost procurement incentives. If duplicate funding is identified, you will be required to repay the voucher amount.

    You also may not combine this voucher with funding from another Zero Foodprint–administered program that provides incentives for compost purchases.

    However, you may combine this program’s funding with other non-SB1383 grant programs (such as Healthy Soils Program (HSP) grants), provided those funds are not tied to SB1383 compost procurement requirements.

  • The program runs through August 20, 2026, or until funds are fully allocated, whichever comes first. Participants will be notified if funding is exhausted before this date. All compost must be purchased within 45 days of receiving your voucher and no later than August 20, 2026.

  • Compost vouchers are non-transferable and limited to the vendor and product(s) listed on the voucher.

  • Yes, but you will need to reapply to the program to receive additional vouchers and funding is subject to availability.
